The General Conference of the International Labour Organisation,
Having been convened at Geneva by the Governing Body of the International Labour Office, and having met in its Third Session on 25 October 1921, and
Having decided upon the adoption of certain proposals with regard to the rights of association and combination of agricultural workers, which is included in the fourth item of the agenda of the Session, and
Having determined that these proposals shall take the form of an international Convention,
adopts the following Convention, which may be cited as the Right of Association (Agriculture) Convention, 1921, for ratification by the Members of the International Labour Organisation in accordance with the provisions of the Constitution of the International Labour Organisation:

國際勞工組織全體大會，經(jīng)國際勞工局理事會的召集于1921年10月25日在日內(nèi)瓦舉行第三屆會議，經(jīng)議決采納關于本屆會議議程第四項所列“農(nóng)業(yè)工人的集會結社權”的若干提議，并經(jīng)決定這些提議應采取國際公約的方式，通過下列公約，供國際勞工組織各會員國依據(jù)國際勞工組織章程的規(guī)定加以批準，此公約得稱為1921年結社權（農(nóng)業(yè)）公約。

Article 1 Each Member of the International Labour Organisation which ratifies this Convention undertakes to secure to all those engaged in agriculture the same rights of association and combination as to industrial workers, and to repeal any statutory or other provisions restricting such rights in the case of those engaged in agriculture.

第一條 凡國際勞工組織會員國已批準本公約者，承允保證使從事農(nóng)業(yè)的工人取得與工業(yè)工人同等的集會結社權，并廢除限制農(nóng)業(yè)工人集會結社權的一切法令或其他規(guī)定。

Article 2 The formal ratifications of this Convention, under the conditions set forth in the Constitution of the International Labour Organisation, shall be communicated to the Director-General of the International Labour Office for registration.

第二條 本公約的正式批準書，應送請國際勞工局局長登記。

Article 3
1. This Convention shall come into force at the date on which the ratifications of two Members of the International Labour Organisation have been registered by the Director-General.
2. It shall be binding only upon those Members whose ratifications have been registered with the International Labour Office.
3. Thereafter, the Convention shall come into force for any member at the date on which its ratification has been registered with the International Labour Office.

    第三條
    （一）本公約應自國際勞工組織兩會員國的批準書已經(jīng)局長登記之日起生效。
    （二）本公約應僅對批準書已經(jīng)國際勞工局登記的會員國生效。
    （三）此后對于任何會員國，本公約應自其批準書已經(jīng)國際勞工局登記之日起生效。

Article 4
As soon as the ratifications of two Members of the International Labour Organisation have been registered with the International Labour Office, the Director-General of the International Labour Office shall so notify all the Members of the International Labour Organisation. He shall likewise notify them of the registration of the ratifications which may be communicated subsequently by other Members of the Organisation.

第四條 國際勞工局局長于國際勞工組織兩會員國的批準書已經(jīng)國際勞工局登記時，應即以之通知國際勞工組織的全體會員國，此后續(xù)有其他會員國的批準書登記時，該局長亦應予以通知。

Article 5 Subject to the provisions of Article 3, each Member which ratifies this Convention agrees to bring the provisions of Articles 1 into operation not later than 1 January 1924, and to take such action as may be necessary to make these provisions effective.

第五條 凡會員國已批準本公約者，如適合第三條的規(guī)定時，承允實行第一條的規(guī)定，不遲于1924年1月1日，并采取必要的措施，使之切實有效。

Article 6 Each Member of the International Labour Organisation which ratifies this Convention engages to apply it to its colonies, possessions and protectorates, in accordance with the provisions of Article 35 of the Constitution of the International Labour Organisation.

第六條 凡國際勞工組織會員國已批準本公約者，承允依照國際勞工組織章程第35條的規(guī)定，將本公約實施于其殖民地、屬地及被保護國。

Article 7 A Member which has ratified this Convention may denounce it after the expiration of ten years from the date on which the Convention first comes into force, by an act communicated to the Director-General of the International Labour Office for registration. Such denunciation shall not take effect until one year after the date on which it is registered with the International Labour Office.

第七條 凡批準本公約的會員國，自本公約初次生效之日起滿10年后，得向國際勞工局局長通知解約，并請其登記。此項解約通知書，自經(jīng)國際勞工局登記之日起滿1年后，始得生效。

Article 8 At such times as it may consider necessary the Governing Body of the International Labour Office shall present to the General Conference a report on the working of this Convention and shall examine the desirability of placing on the agenda of the Conference the question of its revision in whole or in part.

第八條 國際勞工局理事會在必要時應將本公約的實施情況向大會提出報告，并審查應否將本公約的全部和局部修正問題列入大會議程。

Article 9 The French and English texts of this Convention shall both be authentic.

第九條 本公約的法文本與英文本同等為準。
